On a fresh install from current CVS sources, trying to create a new user account results in

Error - double submit
You Attempted To Double-submit this item. Please avoid double-clicking.

unconditionally.

4.5.11 on the same box with otherwise identical setups works correctly.

Apache 2.2.2, PHP 5.1.4, Postgres 8.1.4, Linux 2.6.16, glibc 2.4; Tried both Konqueror and Firefox on the client side.
