Initial Comment:
A lot of place are english hard coded, or French.tab dos'nt include french translation. More specifically, I mean of stats reports, quick nav tool.

I join a patch to correct this in many place. This patch is built on 4.5.11 release (don't pay attention of 4.5.6 directory name, I've forgot to rename it).

This patch allows also using quote and other special character in artifact title, add bug submitting user email if not logged in for tracker comment and add utf8_decode calls in report generation cause jpgraph don't like accentued characters (and in french, we have a lot of !). Customizable I18N dates in stats reports title are also added.

Hope this will be usefull, great job (but more template and css next time, please)
