For me, this is the the key problem. I think, people (at least me) are 
discouraged to spend their time making formatted patches (and sometimes 
adapted to cvs/svn) if they are never reviewed (or reviewed six month 
later).

For example, as we are talking about mailing lists, (patch [#1595]: 
adding support for search in mailing list), I think this is useful 
(without that, i will not use mailing list) I've posted it nearly one 
year ago, and now, it is probably obsolete.
