[Gforge-devel] Add static menu to main menu

Yes and... no.
You can change it in the www/include/Layout.class file.
The list of menus (tabs) is in the outerTabs() function.
You can add your static menu here, but you have to make sure that  
none of your 10 themes override this outerTabs() function, or you  
will have to update these Themes also.
