[Gforge-devel] Activity Tab

Okay I merged in all the bug fixes from the mysql branch to Branch_4_6.
This includes the Internet Explorer fixes and the changes to sort the
plugins in the Plugin Manager and the variables in the Config Manager.  Also
included are the changes to allow the SCM to be set dynamically.  In
addition I added the missing messages except for the two project_home
messages because I'm not sure what they should be.  I'll see if I can figure
it out.

If I've added too much let me know and I'll back out that portion with which
you object.

This has been committed as change 5941.
